Ok I've got two sets of dinos here and have no idea who made what, any help would be appreciated, also thanks for the identification(s) last time I was here.

Those are ROM dinosaurs (Royal Ontario Museum). Made in a similar time to Invicta dinos for a Canadian museum, they were available until at least the mid-80s. There are still knock offs made in different colours, but the flat grey is the original (there is also a much more rare Sternopterygius figure).

i'm trying to figure out how rare something is, and thought I should ask here. How rare is the original safari red pachycephalosaurus?

Well it's not common and also not too rare. They generally show up in mixed lots of dinosaurs once in a while. It was replaced in color with a more stylish dark brown/dark yellow coloring model. Although even that model is becoming more scarce nowadays....
