So I finally decided to give it a try, I bought some plesiosaur Dinomanias on Ebay But I encountered a problem I'd like to share. My paypal address is in UK, where I used to live and work. I now live and work in Ireland. So obviously when I ordered the items, I requested shipping to Ireland, where I live and work. Problem - I am told that this address is 'not confirmed', and could I confirm it in Paypal? OK, sure, so in I go to add the address to paypal...but it is not possible to add address outside of the country in which the paypal account was created. Erm, what do I do now? I explain this to the seller, who replies with a simple 'are you an idiot'? rhetoric: "please confirm address". So, I told him to ship to the UK. If it works out, I will collect the items next time I FLY TO ANOTHER COUNTRY to visit my parents. After a little bit of googling, it appears that I'm not the only one who has encountered this ridiculous situation. Exatly the sort of situation, by the way, that I anticipated, and why it took me untill 2008 to finally use Ebay and Paypal. end rant.

Welcome to the wonderful alternative universe of evilbay and Feepal ;D Most sellers will only ship to addresses 'confirmed' by Paypal, since Paypal regulations are very strict as to what purchases can be covered under the Seller Protection clauses. (Confirmed addresses with online delivery tracking confirmation are the bare minimum requirements, and, above a certain amount, the signature of the recipient viewable online). There is no delivery confirmation for most Canada Post shipments overseas, so in my situation every time I ship a package I am relying on the goodwill and conscience of the recipient, since even the stamped Customs declaration doesn't seem to be sufficient proof of mailing and in the event of a credit card chargeback I will definitely lose. In fact, on the eBay forums it is most sellers' experience that one should never accept Paypal for amounts that one is not willing to lose outright in the event a claim is filed. Perhaps you could open a new Paypal account and have it confirmed and verified using a bank account & a credit card with a billing address in Ireland?

Actually, My UK account is not verified. Do you think that may have contributed to the problem?

And on the wild world of eBay one encounters many strange creatures, including sellers who are unwilling to ship outside the countries they are in (apparently 'paperwork', which essentially entails writing the name and address on the Customs form, is too onerous a task) and are very rude to those who ask questions, who charge $8-10 to send a CD (estimated actual cost--$2,50), who take 2-3 weeks to drop an item in a mailbox, and so on.
All this is mostly eBay's fault by the way, since Paypal wants to act like a bank but does not want to be regulated as one, so its policies are egregiously incomprehensible. Essentially eBay wants the seller to absorb ALL of the financial risks involved, even if it is obvious to everyone that the buyer is a scammer who lives in Nigeria. A Powerseller said that the pervading atmosphere of mistrust on eBay could be cured if Paypal would behave like any other credit card processing service and eBay act like any other retailer and institute policies to curb abuse, but they have no incentive to, since even fraudulent transactions result in greedBay keeping the listing and/or Final Value Fees (i.e. 8% commission) regardless of outcome.

Hmm, I'll have to check about that one--it may be a reason, though in most circumstances the confirmed address (by credit card) is the one that counts. And I am still bewildered that having an address "confirmed" and "verified" are two separate procedures, with different implications for a transaction.

Well it seems to have worked out, at least the seller had no problem with the UK address. The UK address is confirmed, in that it is listed in my paypal account and 'linked' with ebay, but the paypal account is not verified (i.e. linked up to a bank account). So, an address is 'confirmed', whereas an account is 'verified', if I understand correctly...

All you really have/had to do was go into your profile(s) and change your address. My ebay profile or my paypal one? If you mean the latter - it's not possible. Which is the whole problem. I can only change it to addresses within the same country.
