That's definitely a Caudipteryx. Aside from a few details of the wings, it's pretty accurate. No idea on the brand.

It's probably a Caudi from Safari's mini-dinos line.
The Rex and Trike do look like early Safari/Carnegie pieces.

That is most certainly the Cauipterys from Safari's Feathered Dinos toob (originally the AMNH Feathered Dinos Toob). And it is quite a good little figure.

Looks more like a sea devil with the little " horns " lol You should see it when it attacks its prey! It shoots tentacles out of its head and goes nuts I own one! It's definitely Safari Ltd, and as Sbell said it's one of the figures from the Feathered Dinosaurs Toob - though I got mine separately. It's maybe 3 inches long, and the photo is accurate on the colours, except mine is a bit duller and not as shiny. It's a wonderful little thing.

I own one. It looks and feels alright. It's a Caudipteryx. And it's by Safari. takama, yes, that T.rex and Triceratops are among Carnegies earliest releases. Somewhere around 1988.

It may not be a repaint. It's not at all unusual for there to be paint variations in toys and figurines (especially small figures). I have several unofficial, distinct variations of the carnegie steg, tric, dometrodon, and a few other toys. Seems like the older a figure is, the more likely it is to have inconsistent colors. The grey you are seeing on the toes could be the plastic showing through. I have noticed carnegie uses a few different colors of plastic: black, grey, blue, and probably others
